What about a ranger/druid for this one? Hear me out: find/invent a druid spell for your villain to use and drop hints that people are dying and at the same time the local flora and fauna has never been healthier. With a level or 2 in Ranger he’s got the stealth skills and with a few levels of Druid he’s got spells/skills for prolonged stealth like hiding his tracks, whispering winds and animal messengers.

It presents a good dilemma for the players; the villain’s actions are clearly evil but the countryside had been suffering a blight and now the crops might just pull through. If sacrificing a few virgins to the Hand of Nature’s Wrath ensures life flourishes for the rest of the kingdom, how terrible could it be?

The easiest way to do the sneaky, life-essence-stealing character in 4E is to make a warlock with the Life-Stealer paragon path. Shadow Walk gives concealment (it’s not the total concealment necessary for initiating Stealth, but it’s enough to maintain your Stealth.) You could pick up Sneak of Shadows (rogue multiclass feat) and Acolyte Power to get a sneaky rogue utility power like Hide in Plain Sight, which is even more useful to a ranged attacker than it is to a rogue.

The first, and most simple, thing that comes to my mind is a life-stealer paragon path infernal pact warlock. Throw a few feats into multiclass rogue if you really want the sneaky part.
