I rather like the generator. Why not let the weather be it’s own problem? “You’re attacked by a group of brigands…in the rain. -1 to both sides due to slipperyness…”

Of course it can, just make a Horse (S%$T) Generator so the pc’s can figure out how to pick it up, lol.
